The state does not control the alcohol market, however, there are some restrictions. Spirits with ABV over 76.5% are prohibited. Grocery stores are allowed to sell spirits, beer, and wine. Usually, alcohol is allowed to sell between 7 A.M. and 1 A.M. Some counties, however, use their inner regulations to allow 24/7 alcohol sales, like in Miami-Dade County. There is no difference between on-premise and off-premise sales.
